The Creative Investor - High Price of Water & Sewage in City of Atlanta

Hi, I was thinking of buying a home in Atlanta till i talked to my sister,her and her husband only rent an apartment,they been living in this place since 9/18/03 about 8 months ago they got a water bill from the city of Atlanta stating they owed $3,756.If this what thay charge apartment renters there i can only guess what i as a homeowner will end up having to pay.what kind of place charges that to renters.
